In an interview with ANI, Kishor said PM Modi never spoke about establishing an industrial initiative in Bihar while Gujarat was all about GIFT City, solar park, investment summit and long-term development plans.
“PM Modi went to Kutch and said ‘In my Kutch’ largest solar park of the world is being established, then he came to Madhubani in Bihar and said that nine crore (people) have the guarantee to get 4 kg of food grains and Modi’s guarantee,” Kishor said. “But the 4 kg food grain is being distributed across the country. Tell me about one incident where he said such thing in Gujarat.”
“In Gujarat, he speaks about GIFT City, solar park, investment summit, how Gujarat will look when it turns 75. In Bihar, he mentions about the food grain, Ayodhya’s Ram Mandir, dividing Pakistan into four parts. Speak about Bihar as well, no!” Kishor added.

“Why don’t you say such thing in Tamil Nadu or Gujarat?” he questioned.
Kishor went on to say that Gujarat also has about 25% of population living in similar conditions and that 4 kg food grain is being distributed in Gujarat as well.
“The thing is as a prime minister, tell Bihar’s (people) for once when will a sugar mill be established, when will there be an industry set up in the state, when will the migration stop, when will the condition of education be improved in the state,” he stated, adding that it is his pre-notion about Bihar that Biharis need only 4 kg food grain.
Modi promised Vande Bharat for ‘labourers’: Kishor
Kishor criticised PM Modi’s recent speech in Madhubani where he announced a new Vande Bharat train project from Saharsa intended to help the families of labourers to travel to Mumbai and Saurashtra.
“How wrong is it that PM Modi is saying that Bihar’s youth will be going as a labourer and a new train will be started for them to reach Mumbai and Saurashtra,” Kishor lashed out. “We don’t want such a train where our children sit like animals and go to some other place to work as a labourer… Tell me one instance of such a promise in Gujarat.”

Kishor went on to explain the reason why factories are not set up in Bihar.
“If factories are set up in Bihar then labourers working for ₹10-12,000 will not be found in Gujarat and Tamil Nadu,” he said.Â
“Bihar and some parts of Uttar Pradesh have been turned into a factory of labourers and they want such situation to remain so that they get cheap labour,” he added.
