“About 40 different apps have been created by the Election Commission throughout the years gradually,” Kumar said at a conference in New Delhi, where he announced the Bihar polls schedule, which will see voting on November 6 and 11 and the counting will be done on Nov 14.
“So, to combine these together in one place, because every voter or a stakeholder cannot download the different 40 apps, we aimed for ECINET – the mother of all apps. Almost all the apps and services have been combined in the app now. And its progressive implementation as the ‘one-stop digital platform’ will begin from Bihar elections,” he added.
Many different services such as information on voter turnout, voter helpline, election planning, voter services, as well as voting results will be combined in the app.

Many important services such as the real-time voter turnout updates, will be available on app. The presiding officers will now upload turnout data on ECINET App every two hours on the polling day in order to reduce the time lag in the updating of approximate polling trends, according to the Election Commission.
The digital index cards and reports will also be made available on the app after a few days on the app and the website of the Election Commission.
The ECINET will also help in the resolution of grievances of voters. All the contact details, including those of booth level officers (BLOs), will be available on the app.
The supposed “user-friendly” app will now combine various services and apps such as the Voter Helpline App, Voter Turnout App, cVIGIL, Suvidha 2.0, ESMS, Saksham and KYC App (Know Your Candidate) which together have over 5.5 crore downloads, will now be available on a single platform.

The Commission, in a statement released on May 4, 2025, had said that the data provided through ECINET will be strictly aligned within the legal framework established by the Representation of People Act 1950, 1951, Registration of Electoral Rules, 1960 Conduct of Election Rules, 1961 and instructions issued by ECI from time to time.
