
ITI has signed a ₹1,901 crore agreement with Bharat Sanchar Nigam Limited (BSNL) for implementing NER-II Package-15, which includes the northeastern states of Arunachal Pradesh, Nagaland and Manipur.
The order comprises ₹1,168 crore for capital expenditure (capex), ₹700.84 crore for operating expenditure (opex) for the new network, and ₹32.21 crore for opex towards maintaining the existing infrastructure.
This is the third major agreement ITI has secured under BharatNet Phase-3. The company has already inked deals for Package 8 (Himachal Pradesh) and Package 9 (West Bengal and Andaman & Nicobar Islands), taking its total order value to ₹6,956 crore.
“This is indeed a very challenging project and I am grateful to BSNL for reposing their faith yet again on ITI,” said CMD Rajesh Rai, adding that the company is “raring to execute with dedication.”

The BharatNet Phase-3 project aims to provide last-mile optical fibre connectivity across all states and union territories. ITI’s involvement spans design, construction, operation, and maintenance of the middle-mile network under the Design-Build-Operate-Maintain (DBOM) model.
