
Announced ahead of the Global Investors Summit 2025 being organised in the state from February 24-25, the policy looks to attract over ₹ 2,000 crore investments and position MP one of the leading hubs in the new technology-enabled arena.
“With a target of attracting ₹
2,000 crore in investments and generating 20,000-plus jobs by 2029, this policy is a significant step toward strengthening India’s creative economy,” said Sanjay Dubey, Additional Chief Secretary (ACS) of the Science and Technology Department of Madhya Pradesh, reported by PTI.

Policy Focus and Implementation
The policy’s framework includes financial incentives, skill development programmes, infrastructure expansion and international collaborations. The initiative is expected to complement the state’s existing IT, ITES, and ESDM sectors along with its film policy.
“The AVGC-XR policy 2025 fills the missing gap in creating a full-fledged media and entertainment ecosystem,” said Dubey.
The policy covers pre-production, production and post-production processes of film and video making, aiming to establish a structured and wholistic digital content industry within the state.

To focus of the infrastructure development and training, a 20-acre AVGC media park, Centres of excellence (CoEs), and training institutes are planned under the policy which would support film, gaming and digital content industries by providing dedicated spaces for production and skill-building.
Alignment with National Digital Strategy
“Our policy actively promotes research and development (R&D) and intellectual property (IP) creation through financial incentives, such as a 50% subsidy for IP registration and support for emerging technologies like AR and VR,” said Dubey, adding that the CoEs will promote cutting edge research in this field.
Dubey compared the policy with similar initiatives introduced in other states such as Karnataka, Maharashtra, and Telangana that have strong AVGC industries, and said that MP’s policy would set new benchmarks through a mix of fiscal incentives, infrastructure support, and talent development.

“The single-window clearance system through MP State Electronics Development Corporation (MPSEDC) ensures ease of doing business, making Madhya Pradesh a preferred destination for AVGC companies,” he added.
The policy is expected to take shape over the coming years, with the government focusing on investment attraction, talent development and industry collaborations.
