
Samagra Shiksha is the largest scheme under the Ministry of Education.
According to Budget documents, the revised allocation for the scheme in FY26 stood at ₹38,000 crore, while actual expenditure in FY25 was ₹36,288 crore.

Government data shows that Uttar Pradesh received the highest allocation from the Centre in FY25 at ₹6,264 crore, followed by Bihar with ₹4,217 crore and Madhya Pradesh with ₹3,434 crore.
The scheme is jointly funded by the Centre and states in a 60:40 ratio, while for states in the North Eastern Region and Himalayan states, the funding pattern is 90:10.

The central scheme, which aims to provide equal opportunities for schooling and equitable learning outcomes, was first proposed in the FY19 Union Budget, when it only covered students from pre-school to class 12. The scheme was later revised to include the implementation of certain provisions under the National Education Policy.
For FY27, the Education Ministry received a total allocation of nearly ₹1.4 lakh crore, an increase of over 14% from the FY26 revised estimate. Of this, the Department of School Education and Literacy received an outlay of ₹83,562 crore, while Higher Education was allocated ₹55,727 crore.

The provision for PM SHRI, an initiative for transforming government schools into modern schools, rose to ₹7,500 crore. The Samagra Shiksha Abhiyaan or the National Education Mission, which aims to provide equal opportunities for schooling and equitable learning outcomes, received an outlay of ₹42,100 crore.
