
These initiatives aim to boost education, skilling, and entrepreneurship across the country, with a special focus on Bihar.
In accordance with the Prime Minister’s vision, the program will also include the fourth edition of the National Skill Convocation, the Kaushal Deekshant Samaroh, where 46 All India Toppers from Industrial Training Institutes under the Ministry of Skill Development and Entrepreneurship will be felicitated.
Modi will launch PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a centrally sponsored project worth ₹60,000 crore. The PM-SETU scheme involves upgrading 1,000 government ITIs across the country in a hub-and-spoke model, with 200 hub ITIs and 800 spoke ITIs.
“Collectively, PM-SETU will redefine India’s ITI ecosystem, making it government-owned but industry-managed, with global co-financing support from the World Bank and Asian Development Bank. In the first phase of the scheme implementation, there will be special focus on ITIs in Patna and Darbhanga,” the statement read.
Further, he will also launch 1,200 Vocational Skill Labs in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 states and union territories. These labs will provide hands-on training in 12 high-demand sectors, including IT, automotive, and logistics, and will train 1,200 vocational teachers to deliver industry-relevant learning.
The Prime Minister will launch initiatives in Bihar, including the Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, providing ₹1,000 monthly allowance and skill training to 5 lakh graduate youth, and the Bihar Student Credit Card Scheme, offering interest-free education loans up to ₹4 lakh.
According to PMO, more than 3.92 lakh students have already received loans totalling more than ₹ 7,880 crore through the initiative. He will also inaugurate the Bihar Yuva Ayog, a statutory commission for youth aged between 18 and 45, to further improve youth empowerment in the state and channel and harness the energy of the state’s youthful population.
He will also inaugurate the Jan Nayak Karpoori Thakur Skill University in Bihar, which is intended to provide industry-oriented courses and vocational education in order to develop a globally competitive workforce.
Under the PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan), the Prime Minister will lay the groundwork for new academic and research facilities at four Bihar universities: Patna University, Bhupendra Narayan Mandal University in Madhepura, Jai Prakash Vishwavidyalaya in Chapra, and Nalanda Open University in Patna, to improve higher education opportunities.
These developments, totalling ₹160 crore, will assist over 27,000 students by providing contemporary academic infrastructure, innovative laboratories, dorms, and transdisciplinary learning.
In addition, he will dedicate NIT Patna’s Bihta campus to the country. The Prime Minister will also present employment letters to nearly 4,000 freshly hired candidates in Bihar’s government, as well as ₹ 450 crore in scholarships through Direct Benefit Transfer to 25 lakh Class 9 and 10 students under the Mukhyamantri Balak/Balika Scholarship Scheme.
The projects that will be introduced are intended to provide major opportunities for India’s youth. “By integrating education, skill development, entrepreneurship, and improved infrastructure, they aim to support a solid foundation for the country’s progress. With a special focus on Bihar, the state is likely to develop as a centre for skilled manpower, contributing to growth both regionally and nationally,” the PMO said.
