The manifesto titled “Transforming Tamil Nadu” was unveiled in Chennai in the presence of Karnataka Deputy Chief Minister DK Shivakumar, Congress MP Karti Chidambaram, and Tamil Nadu Congress chief K Selvaperunthagai.
The document focuses on employment generation, public safety, healthcare, and improvements in infrastructure and law enforcement.
Universal Basic Income and employment plan
One of the key promises in the manifesto is the introduction of a Universal Basic Income (UBI) scheme. Under this proposal, the party has pledged ₹2,000 per month for every family, with the money to be directly transferred to the bank accounts of women in households holding ration cards.
The Congress has also announced a “3 lakh govt jobs in 300 days” initiative to tackle unemployment.

The plan includes filling all vacant government posts within 300 days, publishing department-wise vacancy lists, and introducing a transparent recruitment calendar to streamline hiring across departments.
Police recruitment and public safety measures
Public safety features prominently in the manifesto. The party has proposed the recruitment of 40,000 new police personnel, including 10,000 women commandos to strengthen law enforcement capacity.
The document also promises to establish a world-class integrated emergency call centre linking police, fire services, child helplines, and ambulance networks, with “Dial 100” serving as the unified emergency number.
Tourism, health and infrastructure commitments
The manifesto also outlined a plan to develop Tamil Nadu as a Global Spiritual Tourist Centre by promoting historic places of worship, offering multilingual tourist guides, and organising heritage tours.

On healthcare and animal welfare, the party has pledged to achieve “Rabies Free TN” through 100% dog vaccination and sterilisation by 2030.
Additionally, Congress has promised an infrastructure push aimed at pothole-free roads and set a target of “Near Zero Road Accident Deaths.”

Tamil Nadu Elections 2026
Tamil Nadu will vote in a single phase on April 23 across all 234 constituencies, with counting scheduled for May 4.
The primary contest is expected between the alliance led by the Dravida Munnetra Kazhagam (DMK), which includes the Congress, and the National Democratic Alliance led by All India Anna Dravida Munnetra Kazhagam (AIADMK) along with the Bharatiya Janata Party (BJP) and Pattali Makkal Katchi (PMK).
Actor-turned-politician Vijay is also entering the electoral fray with his party, Tamilaga Vettri Kazhagam (TVK), potentially adding a third dimension to the contest.
