What is Khemchand Singh’s political background
Khemchand Singh has held several key roles over the past decade. He served as Speaker of the Manipur Legislative Assembly between 2017 and 2022. After that, he moved into the state cabinet, handling portfolios such as Rural Development, Panchayati Raj, and Education between 2022 and 2025.
His administrative profile is built largely around governance and local development departments. Within state circles, he is viewed as an organisational figure more than a campaign face.

Outside politics, Singh is known in sports circles. In late 2025, he received a 5th Dan black belt in traditional Taekwondo, becoming the first Indian to earn that level under the Global Traditional Taekwondo Federation in Seoul.

Why was Manipur under President’s Rule?
President’s Rule was imposed in February 2025 after the resignation of the BJP-led government under N Biren Singh. The six-month period was later extended due to ongoing ethnic tensions. The 60-member Assembly has remained in suspended animation, with its term running until 2027.
During the unrest in 2023, Singh, along with other ministers, was among those called to Delhi to focus on restoring stability.
Khemchand Singh now steps in to take over the vacant Chief Minister’s post at a time when governance and law-and-order restoration remain central priorities for the state administration.
